Vision
The School of Internal Security and SMART Policing (SISSP) aims to become the Institution Par Excellence in the domain of Internal Security and Police Administration by establishing a synergy between theory & practice in this realm; providing research based policy inputs for the consideration of decision-makers; and contributing towards up skilling the human resources deployed for the security of the Nation.
Mission
The School of Internal Security and SMART Policing (SISSP) strives to undertake the following as its Mission:
- Impart Teaching in the domain of Internal Security and Police Administration by adopting effective pedagogy incorporating a rich blend of theory and practice
- Engage in pure and applied Research in the domain of Internal Security and Police Administration with a purpose to provide research based inputs to Policy Makers
- Design and conduct Training activities for up skilling the human resources deployed for the security of the Nation
- Provide Consultancy to organizations involved in strengthening the safety and security of the Nation
- Carry out Extension activities, whereby dissemination of knowledge in the domain of Internal Security and Police Administration is undertaken for public
- Contribute towards improving the Sensitivity of the Security Personnel
- Emerge as a hub of Influencers and Opinion Makers in the domain of Internal Security and Police Administration
About School of Internal Security and SMART Policing
The School works towards SMART Policing at large and strives to provide students/officials with a blend of theory and practical aspects of Policing. The School has a rich pool of experienced faculty members and experts of internal security including those who have served with distinction in the Centre Police, State Police and Corporate Industry. The School of Internal Security and SMART offers various Academic and Research programme i.e. Ph.D. in Police Studies/Security Studies/Disaster Management; M.A. in Police Administration & Strategic Management (MAPA&SM); M.A./Msc in Disaster Management and National Security (MA/MScDMNS); MTech in Disaster Management and National Security (MTechDMNS); Post Graduate Diploma in Police Science and Management (PGDIPSM); Post Graduate Diploma in Police Administration (PGDPA); Bachelor of Arts in Security Management (BASM) & Diploma in Police Science (DIPS). Field visits, internships with major police and security organizations are a regular feature of the school. In addition, seminars, special lectures and regular interaction with practitioners from all domains of internal security are facilitated by the school.
In addition, the school has Five dedicated Centers namely the Centre for Border Management and Intelligence Studies (CBMIS); Centre for Counter Insurgency and Counter Terrorism (CCICT); Centre for Traffic Management and Road Safety (CTMRS); Centre for Women in Police and Security Services (CWPSS), and Centre for Disaster Risk Reduction (CDRR).
Programmes & Course Objectives
Doctoral programme in Disaster Management is being offered from the Academic Session 2024-25. The primary objective of a PhD in Disaster Management is to expand the candidate’s knowledge and comprehension of various aspects related to disaster management, including risk assessment, crisis response, recovery strategies, and mitigation measures. This will involve delving into relevant theories, frameworks, and methodologies. PhD candidates in Disaster Management will have the opportunity to specialize in a particular area of interest, such as emergency preparedness, climate change adaptation, or humanitarian aid. This specialization will enable them to become subject matter experts and contribute to the development of targeted solutions for disaster-related challenges. Disaster management is an interdisciplinary field that requires collaboration among professionals from various backgrounds, such as engineering, social sciences, public health, and environmental studies. A PhD in Disaster Management aims to nurture this interdisciplinary approach by exposing students to diverse perspectives and encouraging them to work with experts from different domains. Disasters often transcend national boundaries, necessitating international cooperation and collaboration. A PhD in Disaster Management aims to foster global networking and collaboration among students, academics, and professionals in the field, enabling them to work together on shared challenges and develop effective, coordinated responses to disasters. A PhD in Disaster Management emphasizes the importance of continuous learning and professional development. Graduates will be encouraged to stay updated on emerging trends, technologies, and best practices in the field, ensuring they remain at the forefront of disaster management knowledge and practice.
Doctoral programme in PhD in Police and Security Studies is being offered from the Academic Session 2024-25. Developing a comprehensive understanding of the objectives for a PhD in Police and Security Studies requires a clear understanding of the field itself. Police and Security Studies is a multidisciplinary area that focuses on the analysis of law enforcement, security management, and the overall maintenance of public safety. To equip students with the necessary skills to design, conduct, and analyze research in the field of police and security studies. This includes qualitative and quantitative research methods, data collection techniques, and statistical analysis. To provide students with the knowledge and skills required to develop and implement effective policies related to police and security studies. This includes an understanding of the policy-making process and the ability to evaluate the impact of policies on public safety. Encourage students to explore the diverse cultural aspects of policing and security practices across different countries and communities, promoting a more inclusive and sensitive approach to public safety. The programme is offered for encourage students to explore innovative solutions at the intersection of police and security studies with other disciplines, such as engineering, architecture, and urban planning, to enhance public safety. And also reinforce the importance of maintaining high ethical standards and professional conduct in the field of police and security studies, ensuring that students understand their role in upholding the values of justice and fairness.
The M.A. in Police Administration and Strategic Management programme is being offered from the Academic Session 2020-21 by extending the ambit of the existing M.A. in Police Administration Programme, which is being offered at the University since 2014-15. Amongst the three Police Universities in the Country, Rashtriya Raksha University has taken the lead in offering this Programme in the emerging domain of Police Administration with strong inputs on Strategic Management. The specializations being offered to Masters’ students are also unique comprising of: Counter-Insurgency and Anti-Terrorism; Traffic Management and Road Safety; Corporate Safety and Security. The Programme is being offered by a rich pool of experienced faculty members, who strive to provide students with a blend of theory and practice. The expertise of retired Police Professionals is also being effectively harnessed by the School of Internal Security and SMART Policing. In addition, field visits and regular interaction with practitioners from various domains of internal security and police administration are facilitated. The internship and dissertation are mandatory for the students so that they are exposed to practical aspects of the theoretical knowledge imparted in the classrooms. The programme aims to provide trained and professionally qualified resource pool with understanding on Strategic Management issues for their absorption in the Police Departments, Central Armed Police Forces, security agencies, autonomous/private bodies, research institutions and think tanks working in this emerging domain. The students successfully completing Masters’ Programme have the advantage of additional marks in the Police Recruitments of Gujarat as per Recruitment Rules.
The Master of Arts/Science (MA/MSc) in Disaster Management and National Security is a multidisciplinary academic program designed to provide students with a comprehensive understanding of disaster management strategies, national security policies, and their interconnectedness in contemporary global contexts. The program aims to equip students with advanced disaster management skills, foster understanding of national security issues, develop critical thinking, encourage interdisciplinary learning, and prepare them for professional careers in disaster management and national security, as well as further academic research. Under the guidance of a faculty member, students will work on a research-based dissertation or project during their final semester. The dissertation or project should show how the student can use the information and abilities they have learned to address a practical problem or issue related to national security and catastrophe management.
The Master of Technology in Disaster Management and National Security is a specialized postgraduate program designed to provide students with advanced technical knowledge and practical skills in disaster management, national security, and their interconnectedness in contemporary global contexts. The program aims to equip students with advanced disaster management skills, foster understanding of national security issues, develop critical thinking, encourage interdisciplinary learning, and prepare them for professional careers in disaster management and national security, as well as further academic research. Under the guidance of a faculty member, students will work on a research-based dissertation or project during their final semester. The dissertation or project should show how the student can use the information and abilities they have learned to address a practical problem or issue related to national security and catastrophe management.
The Post Graduate Diploma in Police Science (PGDIPS) programme commenced from the academic year 2011-12. The programme is being offered in Gujarati Medium. The duration of the PGDIPS programme is one year spread across two Semesters. The admission to the programme is through merit basis. The students who have passed Graduation in any stream are eligible for the programme. The successful students will get additional marks in the recruitment of Gujarat Police Sub-Inspector (PSI) and Gujarat Police Constabulary rank. The main objective of the programme is to train human resources for catering to the needs of police, armed forces and private security.
The Post Graduate Diploma in Police Administration (PGDPA) programme commenced from the academic year 2022-23. The programme is being offered in English Medium. The duration of the PGDPA programme is one year spread across two Semesters. The admission to the programme is through merit basis. The students who have passed Graduation in any stream are eligible for the programme. The main objective of the programme is to train human resources for catering to the needs of police, armed forces and private security. The expertise of retired Police Professionals is also being effectively harnessed by the School of Internal Security and Police Administration. In addition, field visits and regular interaction with practitioners from various domains of internal security and police administration are facilitated.
The Bachelor of Arts in Security Management (BASM) programme was initiated in the year 2013-14. The students who have passed Higher Secondary i.e. 10+2 in any stream are eligible for the programme. The programme is truly multidisciplinary in its approach drawing from the disciplines/areas of Police Administration, Security Management, Law, Criminology, Forensic Science, Physical Education & Sports, Information Technology and including significant inputs from various aspects of Social Sciences namely Political Science, History, Geography, Psychology, Economics. In the academic year 2024-25 university Offer the Bachelor of Arts in Security Management with Specialization in Digital Forensics and Cyber Crime Investigation; Corporate Intelligence and Fraud Investigation; Advanced Policing Strategies The programme also focuses upon Research Methodology, Disaster Management, Personality Development, Linguistic skills. The Programme aims at preparing the youngsters for a career in the Police Departments, Central Armed Police Forces, security agencies, autonomous/private bodies, private security management, research institutions and think tanks.
The Diploma in Police Science (DIPS) programme is the flagship programme of the Rashtriya Raksha University, which commenced from the academic year 2010-11. The programme is being offered in both English as well as Gujarati Mediums. The duration of the DIPS programme is one year spread across two Semesters. The admission to the programme is through merit basis. The students who have passed Higher Secondary i.e. 10+2 in any stream are eligible for the programme. The successful students will get additional marks in the recruitment of Gujarat Police. The main objective of the programme is to train human resources for catering to the needs of police, armed forces and private security.

So far students have undergone internships in the premier police establishment such as BPR&D, NSG, ATS, State IB, State CID, Police Commissionerate, Police Stations, Traffic Police Organization, State Reserve Police Force etc. Further, the prominent private security and industrial set-ups, where students have interned include Checkmate Security, CISS Security, Zydus Cadila, Cadila Pharma, Gujarat Heavy Chemicals Ltd., Adani Port, etc.

Ans. ;The School aims to prepare youngsters with right knowledge, attitude and skills for successfully clearing police recruitment examinations and provide trained and professionally qualified candidates for the reputed Private Security agencies/Security Personnel for the autonomous/private bodies like Banks, Universities, Hospitals, Industries, etc. The other placement avenues for the students of the school are fields of academia, research institutions and think tanks. It is pertinent to mention here that the Raksha Shakti University is one of the specialised universities and therefore the Government of Gujarat has decided to give additional marks for the students who have successfully completed their course from Raksha Shakti University and want to join the Police force.
