About the Research Scholar Summit (RSS)

The one quality which makes humans different from other organisms is their ability to think and inquisitiveness to know about the unknown. They have realized in the beginning of civilization itself that supposing is good but finding out is better. Research has in the recent past gained great impetus from the government and other sectors of the society, as it is considered the driving force behind public policy making. The National Education Policy 2020 aims at creating a culture of research, with the objective of generating and sharing functional ideas. The School of Criminal Law and Military Law (SCLML) at Rashtriya Raksha University resonates the above idea and aspires to prioritize quality research and to boost research culture.

The Research Scholars Summit (RSS) is the forum functioning for the welfare of researchers and its main focus is on organizing workshop, seminar and guest lecture regularly with experts from academic and research institutions. The objective of the Research Scholar Summit is to move towards learning with critical thinking. It also intend to focus on innovation and attract developments in the volatile and expanding field of law, humanities and social sciences. The various research activities under this unique forum shall be organized simultaneously with teaching and academic programs of the school throughout the year, with an aim to provide research aid to researcher, academics and legal fraternity.

The School of Criminal Law and Military Law , Rashtriya Raksha University announces the launching of Research Blog to facilitate legal discourse by publication of diverse perspectives on a range of issues concerning topics of contemporary legal significance and interest, in the form of short, well-informed articles.

We invite original and unpublished submissions from law professionals, researchers, academics and students on emerging and contemporary subject matter related to law including Internal Security, Cyber Laws, Criminal Justice Administration, Human Rights, Constitutional Law, Women and Children Rights.

Submission Guidelines

Submissions are accepted on a rolling basis throughout the calendar year.

The manuscript should be accompanied by details specifying the author’s name, designation, institutional affiliation, contact number and email for future reference. Kindly rename your manuscript file in the given format – ‘Title of submission’.

Authors are expected to adhere to the following submission guidelines:

  • The manuscript should contain content that is both original and unpublished.
  • The manuscript must be in Times New Roman, font size 12, line spacing 1.5
  • The manuscript should be within 500-1000 words
  • The manuscript should be submitted in Microsoft Word format.
  • We evaluate submissions on three criterion: relevancy of the topic, content and language employed.
  • Upon acceptance of the manuscript for publication, the copyright over the manuscript is vested with the School and the same should not be published on any other platform.
  • The acceptance of manuscript is subject to the discretion of the SCLML policy.
  • Upon publication of the manuscript, E-Certificate shall be given to the contributor.

The School of Criminal Law and Military Law (SCLML) aims to establish itself as a premier legal institution in the domain of Criminal and National Security Laws. It endeavours to achieve excellence by not just providing a well-rounded legal education but also advancing legal scholarship, engaging in capacity building, serving the public and fostering justice.

We aspire to prepare lawyers to serve their clients, as well as contribute to the criminal justice system and the public at large with a high level of accomplishment, honouring our commitment to the highest ideals of the legal profession as enshrined under the Constitution of India.

Our curriculum amalgamates theory with practise, keeping in mind the security needs in a much more globalized world.   • School of Criminal Law and Military Law (SCLML) organize faculty seminar twice a month where faculty members are assigned topics covering the current legal issues and landmark judgments. The main idea behind this is to apprise the students, teaching/non teaching staff of university about the legal happenings and to generate inquisitive mindset.   • Expert Lecture: An expert lecture was delivered by Shri Keshav Kumar, IPS (Retd.), Former DGP Gujarat & Director, Anti-Corruption Bureau, Gujarat, on the topic of ‘Role of D.N.A. in Criminal Justice System and Law Enforcement’, on 11 May 2023.
  • Career Guidance Talk was organized on “Post LLM career prospects as a foreign attorney” by Ms. Khyati Bhati on 16th May 2023.
  • Field Visit: The students of LL.M. (CSL) Batch led by Mr. Apoorva Mathur and Mr. Gantav Gupta, Assistant Professors of Law, were taken for a field visit to SCBS on 27th April 2023 for learning and understanding the techniques and instruments used for Polygraph Testing, Narco Analysis and Brain Mapping, under the subject of Cyber Laws and Forensic Investigation.
  • SCLML Career Guidance Talk Series: A session on the subject of ‘JAG Entry Scheme in the Indian Army’ on 25th April 2023 was delivered by Lt. Anirudh Singh, JAG.
  • Special Lecture: A special lecture was organised for the students of LL.M. course at the Bombay Stock Exchange (BSE) Headquarters, Gift City, Gandhinagar on ‘Insights of Capital Market and Demo of Live Trading Platforms’ held on 24th April 2023.
  • School of National Security and Law, RRU, hosted a batch of DSPs from Arunachal Pradesh under training at RRU on the aspect of criminal justice and law enforcement, along with Moot Court Orientation on 13th April 2023.
  • Field Visit: The students of LL.M. (CSL) Batch led by Mr. Apoorva Mathur and Mr. Gantav Gupta, Assistant Professors of Law, were taken for a field visit to SFRMNS on March 30, 2023 for exploring the facets of Crime Scene Investigation: Understanding and Purpose of Crime Scene Examination, under the subject of Cyber Laws and Forensic Investigation.
  • School of National Security and Law, RRU proudly hosted Hon’ble Mr. Justice Amreshwar Pratap Sahi (Retd.) (Former Chief Justice of Patna & Madras High Court), Director – National Judicial Academy Bhopal for a Distinguished Lecture for the students of RRU on the theme of ‘Role of Judiciary in preserving Rule of Law in India’ on 24th March 2023.
  • A Distinguished Lecture was delivered by Prof. Ivon Mingashang, Member, International Law Commission, 2023-27, on the topic of ‘Reparations for violations of International Humanitarian and Human Rights Law – Armed Activities on the Territory of the Congo (Democratic Republic of the Congo v. Uganda)’ for the students of SCLML and SICMSS on 17th March 2023.
  • The faculty members of SCLML delivered lectures in the Basic Course on Corporate Security Management for the Security Officers of VEDANTA LTD. held from 12th December, 2022 to 10th March, 2023.
  • SCLML Career Guidance Talk Series: A session on the subject of ‘Way towards Judicial Services’ on 6th March 2023 was delivered by Ms. Prashansa Agrawal.
  • A Faculty Development Programme was organized by the School of National Security and Law, RRU on the theme “Criminal Justice Reforms: The Way Forward” held from 24th February 2023 to 2nd March 2023.
  • Legal Literacy and Awareness Camp: SCLML Legal Aid Clinic and Pro Bono Services, organized a Legal Literacy and Awareness Camp for the students of Dehgam International School, Gandhinagar on 23rd February 2023, by Mr. Gantav Gupta, Ms. Nomita Mishra and Mr. Apoorva Mathur, Assistant Professors of Law and the students of LL.M. CSL Batch 2022-2023.
  • SCLML Career Guidance Talk Series: A session on the subject of ‘Career and Opportunities in Enforcement Directorate’ on 21st February 2023 was delivered by Mr. Hemang Gargeiya.
  • Legal Literacy and Awareness Camp: SCLML Legal Aid Clinic and Pro Bono Services, organized a Legal Literacy and Awareness Camp for the students of Dehgam Branch 2 School, Dehgam, Gandhinagar, on 9th February 2023, by Mr. Gantav Gupta and Ms. Nomita Mishra, Assistant Professors of Law.
  • SCLML, RRU hosted Shri Suresh Chandra, Information Commissioner, Central Information Commission, for a special lecture, on the theme of ‘Right to Information’ for the faculty and staff members of RRU, on 6th February 2023.
  • Moot Court Inauguration Ceremony: The Moot Court Hall, School of National Security and Law was duly inaugurated with fervour by Justice Ms. Sonia Gokani, Judge High Court of Gujarat, as she graced the RRU campus at the, on 30th January 2023.
  • The faculty members of SCLML, Dr. Dimple Raval, Mr. Apoorva Mathur, Mr. Gantav Gupta and Ms. Nomita Mishra delivered special lectures in the ‘Training Programme on Good Governance for Officials of Cambodian Mine Action and Victim Assistance Authority (CMAA)- Cambodia’ organised by SISPA, in January 2023.
  • SCLML Career Guidance Talk Series: A session on the subject of ‘UGC-NET/JRF Fellowships’ on 4th January 2023 was delivered by Mr. Arpit Azad.
  • Moot Court Orientation Session: An orientation session for all the students of School of Criminology and Behavioural Sciences (SCBS) was organized by Mr. Gantav Gupta, Assistant Professor of Law, in two sessions on 27th December 2022.
  • Legal Literacy and Awareness Camp: SCLML Legal Aid Clinic and Pro Bono Services, organized a Legal Literacy and Awareness Camp for the students of Adarsh Primary School, Lavad, Gandhinagar, on 16th December 2022, by Mr. Gantav Gupta, Ms. Nomita Mishra and Mr. Apoorva Mathur, Assistant Professors of Law and the students of LL.M. CSL Batch.
  • SCLML Career Guidance Talk Series: A session on the subject of ‘Practising in Corporate Law Firms’ on 13th December 2022 was delivered by Adv. Tanushree Ghosh. This periodic SCLML Career Guidance Talk Series was initiated by Mr. Akshay Jain, Assistant Professor of Law, for enriching the students with requisite knowledge for foraying into various domains associated with the legal profession.
  • Moot Court Orientation Session: An orientation session for all the students of School of Forensics, Risk Management & National Security (SFRMNS) was organized by Mr. Gantav Gupta, Assistant Professor of Law, in two sessions on 14th and 15th December 2022.

Academic Programme

Duration: Minimum Three Years

Introduction of the Programme: School of Criminal Law and Military Law, Centre for Post-Graduate Legal Studies (CPGLS) offers one year LLM in Criminal & Security Laws which is uniquely crafted course for the students interested in building their career in various functions and functionaries of Criminal Justice System.

Duration of program : 2 Semesters

In the first semester, there are 5 papers and in the second semester there are 4 papers and 1 dessertation

About the Programme: The five-year integrated B.B.A. LL.B. (Hons.) Degree Programme has been designed to produce a cadre of legal professionals with a specialized knowledge and acumen to cater to the National Security needs of the nation and carve out a niche in legal education dedicated to National Security and Criminal Justice. The course shall open numerous avenues for students not restricted to just the corporate sector alone but will open doors for employment opportunities as legal advisors, business consultants, judicial officers and academicians. Apart from the compulsory subjects that will be offered in accordance with the Bar Council of India guidelines, the students shall offer electives from a list of specialized subjects curated by highly trained and motivated faculty with inputs from eminent academicians and practitioners. The specialized papers which shall be offered will cover contemporary trends and practices in a more globalized context.

Introduction of the Programme: One of the successfully run course from 2012 with a focus on Criminology; Crime Science was later added, and the nomenclature was changed to Criminology & Crime Science. This course has 40 seats from the academic year 2021-22.

Aim: To equip the students with experimental and scientific approach to the study of crime & criminals which envisages multidisciplinary in nature. The inclusion of the Crime Science helped in gathering students from pure sciences as well as from arts and humanities that has increased the scope for data analytics and preventive aspects of crime.

Duration of program : Two-year master’s program, divided into 4 semesters.

Curriculum Design: The curriculum designed as per the CBCS guidelines adopted in New National Education Policy (NEP) comprising of subject papers like Fundamentals of Criminology and Criminal Justice System, Crime Science-I & II, Victimology & Victim Assistance, Research Method in Criminology, Green Criminology & Cultural Criminology, Visual Criminology, Sport Criminology with duo specializations i.e.(i) Criminal Justice Social Work and (ii) Security Management.

The curriculum is practice based and practical exposure to the students helps in developing skills for working in the field which has given an advantage over other students as they are introduced as interns with field experts, entrepreneurs, investigators, scientists, correctional administrators, and professionals from law enforcement agencies.

Duration: Three to Five-year research degree program offered in two times in an academic year i.e. Winter and Summer depend on the available intake.

    Yes, there is an admission form fees on the following basis:

    • LL.M. in Criminal & Security Law: INR 2000/-
    • PG Diploma Policing & Investigation: INR 2000/-

  5. What will be the process of selection for admission under any course?

    The applicants are required to fill application form for any course they are interested in.

    • Admission in the LL.M. in Criminal & Security Law course shall be based on the P.G. Common law Admission Test (CLAT) score.
    • Admission in the PG Diploma Courses shall be on the basis of merit.
    • Admission in the B.A. in International Legal and Security Studies shall be on the basis on merit.
    • Admission in the Ph.D. program shall be based on an All India Entrance Exam

  9. What language proficiency is required to enroll in LL.M Programme?

    The mode of instruction of language for the courses at SCLML is English.Though, language shouldn’t be a bar in effective learning for the students of SCLML.

  10. Are there any library facilities available?

    Yes, RRU’s Library is one of the most visited places by the students of the University. The library currently stocks quality books ranging from various multi-disciplinary areas of research interest inclusive of various Law Books of eminent authors.

  11. Are there any transportation facilities for students?

    Yes, University provides transportation facilities at regular intervals to and from Gandhinagar, Ahmedabad, Dahegam, Chiloda Crossing and also facilities for Railway from Ahmedabad and Dahegam.

  12. Does SCLML have any Online Databases for Research and Academic activities?

    Yes, the School offers to its students the amenities of accessing various databases through an Open Access Library.

  13. Are there any distance learning/online mode programs available?

    No, currently there is no part-time distance learning programme being offered by SCLML. Though, until the COVID-19 situation gets better for the students to physically attend the lectures, classes shall be conducted through online mode only. However, both Diploma programmes may be offered through online mode as well.

  14. What are the opportunities for Research at SCLML?

    Candidates interested in pursuing Research at SCLML can enrol themselves for Ph.D. degree courses. Full Time Ph.D. candidates who do not have any source of Funding/Scholarship/Salary/Remuneration etc. are also eligible for Doctoral fellowship as per RRU Ph.D. regulations.   15. What are the other opportunities available for the students beyond classroom learning?

    The students at Rashtriya Raksha University are blended with curricular, cocurricular and extra-curricular activities. Various cultural activities, Inter and Intra University competitions and fests are a regular part of the lives of the students at RRU.

  16. Is there any provision for tuition fee waiver?

    Yes. Two eligible students shall be awarded tuition fee waiver as per SCLML policy.

  17. Is there any provision for scholarship and financial assistance to students?

    Yes. There are various modes of financial assistance available to students such as:

    • Program fee reimbursement for 10% enrolled students based on needcum-merit against rendering research, administrative assistance.
    • Monthly stipend of INR 10000/- for one year to 10% enrolled students upon completion of education based on rigorous selection criteria.
    • Several research and other administrative assistance scholarship may be made available throughout the year.
    • Limited financial assistance for presentation of research papers in international and national conferences, seminars etc.
    • Start-up, Incubation support available throughout the year
    • The school shall offer Student Research Development Fund for promoting research culture.

Raksha Shakti University, pioneering security and police university of India (RSU) was established in the year 2009 by the Government of Gujarat when the Honourable Prime Minister, Shri Narendra Modi was the Chief Minister of Gujarat. It is the first internal security institute of India, established by the government of Gujarat. Being a part of new beginnings is always special and so is my journey of LL.M at School of Security, Law Enforcement and Criminal Justice, RRU, having best in class faculties who throughout the academic sessions, has posed the challenges to discover capabilities that I never knew I had. This ultimately helped me to develop refined legal acumen and legal writing techniques with fine precision amongst the other things which otherwise wouldn’t have an easy job to be done. Simultaneously, I had received a lot of opportunities to groom myself to become a better version of myself, and for all this grooming and learning, I extend my heartfelt gratitude to my ever-inspiring mentors for their selfless efforts.

It is a complete privilege to be part of this university, pursuing the specialization in ‘Crime and Security Law’ has been a great experience as with its unique vision, it gave us the opportunity to master various subjects like focusing on the Internal Security of the nation and comparative study of major law subjects like the Constitution of India, Criminal Laws in India with other nations, which are of great importance but somehow not covered by other university making RSU unique, and for students who want to explore various dimensions of criminal law as well as laws governing the Internal Security of our nation, School of Security, Law Enforcement and Criminal Justice is a great option. The faculties of RSU- Gandhinagar hold expertise in respective subjects and have indulged us master’s students in a new dimension of study and to approach the subjects. I have always taken their help as a guide and mentor in various aspects while studying and have found it very useful. This sums up my experience at RSU. I wish more successful and glorious years to Raksha Shakti University. Also, RSU becoming the university of National importance in the month of September 2020 was again a proud moment and now looking forward to being a part of Rashtriya Raksha University, Gandhinagar.

I congratulate our Rashtriya Raksha University for successfully completing a decade of academic excellence and research. In a short span of time, our university has gained good stability and I feel the journey has now begun in a true sense.

India’s unity in diversity is demonstrated in our campus as students from different states and cultural backgrounds are part of our RRU. Various cultural, educational programmes in the nature of informative lectures and conducted and we thoroughly enjoy and are benefitted. We enjoy the vast, expansive, and lush green campus located at Lavad, a quiet place far away from the hectic city. The teaching, as well as the non-teaching staff for the college., canteen and hostel, are very cordial and helpful for us. I’m glad I made a wise decision to come out of my comfort zone and take admission at RRU, Gandhinagar. I’m sure my association with RRU as a student will bring a great value addition in terms of not only acquiring education but will make me an independent and as altogether transformed individual.

I’m sure this will come true for the next batches of students qualifying for RRU.
