The tribal areas constitute about 18 percent of Gujarat's geographical space while the tribal communities make up 15 percent (about 1 crore) of the state's population. Due to a variety of reasons, the tribal areas have not kept pace with other parts of Gujarat in terms of economic, social and educational development. These areas lag behind the rest of the state on most socio-economic parameters like poverty, literacy, infant mortality, health, nutrition, etc. Women in tribal areas in Gujarat also lag far behind men with respect to socio-economic parameters. They face several challenges in the domestic, social, economic and political spheres. Tribal women are victims of a range of social, economic, and political problems like child marriage, branding and torturing women as witches, human trafficking, high infant mortality, maternal health issues, illiteracy, malnourishment, loss of livelihood sources, lower representation in decision-making bodies, etc. Gujarat's tribal areas have a relatively high rate of gender-based crimes like rape, domestic violence, human trafficking, torture of women in the name of witch-branding, infanticide, homicide, etc. Community policing has been applied as one of the strategies of addressing the gender gaps in conventional policing and reducing crime against women. The idea of community policing has emerged out of the human security paradigm. It is a strategy of promoting partnerships between the police force and common people with the fundamental objective of prevention and reduction of crimes. It adopts a problem-solving approach to prevent crime rather than the traditional reactive approach after the crime has occurred. It proactively addresses the immediate conditions that give rise to crime and social disorder by collaborating with the communities through individuals as well as through NGOs and civil society organizations. Community policing envisages that the police force becomes more inclusive and equity-driven. Hence, recruiting women in the police force in substantial numbers and giving them key roles and functions within the police organization is an important component of community policing models. The role of women in community policing has gained momentum in recent decades. This project is aimed at examining the relevance and strategies of community policing for controlling and reducing gender-based crimes in the tribal areas of Gujarat. It would adopt evidence-based analysis to formulate policy-relevant and actionable recommendations. The project is conceived both as a research-based academic study and as a practical intervention aimed at cultivating sensitization and awareness about prevention and containment of gender-based violence against women in the state's tribal areas through a set of appropriate community policing strategies. The project would consider all three components that constitute the core of community policing, i.e., organizational transformation, community participation and shared problem-solving. The data and deliberations forming a part of the project would be based on the idea of community policing more as a philosophy than as a government programme. The key objectives of the project are: • Collection and analysis of qualitative and quantitative data relating to crimes against women in the select tribal areas of Gujarat, the status of community policing in these areas and formal participation of tribal women in the police force • Sensitization, awareness and capacity-building of different stakeholders regarding major issues relating to the role of community policing in the prevention and control of crime against women in the state's tribal areas • Deliberation and consultation with experts, practitioners, civil society representatives, officials of the concerned state agencies, etc. on the role of community policing in the prevention and control of crime against women in the tribal areas of Gujarat and formulation of policy-relevant and actionable recommendations in this regard • Dissemination of the data collected and analysed, outcomes of the deliberations held, and policy-relevant recommendations to the multi-stakeholder community • Preparation of a digital app for assisting the civilian population in implementing the community policing strategies for reducing gender-based crimes in the tribal areas

Gujarat, located on the western coast of India, possesses the longest coastline among all Indian states, measuring nearly 1600 km. The Arabian Sea surrounds the coastline. In the era of economic interdependence and globalisation, Gujarat has emerged as an important linking node of the existing Sea Line of the Communication (SLOC) across the seas. It is near the outlet to regions of West Asia, Africa, and Europe on its western flank. The Saurashtra region constitutes the largest section of the Gujarat Coast. The Saurashtra region consists of 11 districts: Amreli, Bhavnagar, Botad, Devbhoomi Dwarka, Gir Somnath, Jamnagar, Junagadh, Morbi, Porbandar, Rajkot and Surendranagar. Out of these, Jamnagar, Devbhoomi Dwarka, Porbandar, Junagadh, Gir Somnath, Amreli and Bhavnagar are the coastal districts. The Saurashtra region is host to a range of economic activities due to its proximity to the Arabian Sea, including noteworthy strides in the areas of agriculture, manufacturing, port-related activities, mining and quarrying, salt production, fishing and aquaculture tourism. Despite their positive impact on Saurashtra’s regional economy, these economic developmental activities also produced some environmental and ecological challenges to the health of the region’s coastal areas. Several threats to environmental security of the Saurashtra region have emerged as a consequence of illegal mining, dredging, reclamation of seaward side, effluent discharge into estuary areas, coastal erosion, heavy construction activities relating to ports, oil terminals, chemical industries, pipelines, oil refineries and oil spilling due to offshore and onshore oil exploration etc. In addition to such pressure, the climate-related changes and their negative impact on the coastal areas, such as sea-level rise, tropical cyclones, drought, flood, coastal erosion, and so on have emerged as potential challenges to the physical environment as well as coastal communities. On the national security front, the Saurashtra region has always been vulnerable to sub-conventional threats. Over the years, the coast has witnessed different kinds and scales of threats like the smuggling of gold, narcotics substances, and infiltration. The existing threats and challenges have further intensified the Gujarat Coast’s vulnerability due to a host of factors. The topographical composition, geographical location, strategic installation and maritime economic activity are prime factors that have influenced the overall state of coastal security and vulnerability of the Gujarat coast. The mainstream studies on Saurashtra’s coast highlight conventional issues like maritime terrorism, smuggling and trafficking, the vulnerability of strategic installations, maritime traffic, infiltration, and fishermen’s issues. Insufficient attention is given to understanding issues of conventional security in conjunction with environmental security challenges. This project is a timely intervention to explore and examine environmental security issues within the overall coastal security framework. It would explore and understand the nature and sources of environmental challenges and issues of disaster management in the Saurashtra region and their implications and impact on the coastal and community security. The key objectives of the project are: •Collection and analysis of qualitative and quantitative data relating to the major environmental issues and challenges facing the coastal Saurashtra region in the context of the conceptual framework of coastal security •Sensitization, awareness and capacity-building of different stakeholders regarding major issues of environmental security, including the pertinent aspects of conventional security, in the coastal Saurashtra region •Deliberation and consultation with experts, practitioners, civil society representatives, officials of the concerned security agencies, etc. on the identified threats, challenges and issues relating to the environmental and coastal security in the Saurashtra region and formulation of policy-relevant and actionable recommendations •Dissemination of the data collected and analysed, outcomes of the deliberations held, and policy-relevant recommendations to the multi-stakeholder community •Preparation of a digital app for aiding the fishing activity in the coastal region of Saurashtra with respect to non-conventional security challenges

In the current era, women are enlarging their roles in various fields. Now the government of India has also declared that 33% of women's workforce should be there in all government organizations.

The Criminal Justice comes into motion once FIR is lodged followed by investigation leading up to charge sheet and consequent trial process. It is pertinent to note that the outcome of the process would largely depend upon the effective FIR writing, proper investigation process and charge sheet. The effectiveness of the above three components requires significant enhancement of professional competency of the Police personnel in order to improve the conviction rate. This objective can be achieved by undertaking a Training Need Assessment (TNA) exercise which would provide inputs for Police Training Institutions of Gujarat. The Overall Objective is to contribute towards improving the Conviction Rate in Gujarat.

The photo book which in effect is a research based narration made through photographs highlights the diverse ways by which law enforcement animals are being used in different states of India, Both camels and horses form a part of the law enforcement systems in India and perhaps Gujarat is the only state which has both camels and horses on its rolls. This visually appealing study highlights the focus on greater diversification of the use of such animals by examples of such use on other parts of India and will surely help in improvement of the style, content, quality and overall quantity of work by these law enforcement animals in the State of Gujarat – which in a way is the pioneering entity in the nation. Since Gujarat is now being reckoned as a model for other states in better and increasing use of the mounted units, that will have a great bearing on all the states of the Union and also in the CPMF and CPO’s. As the visual narration also graphically portrays aspects of Equestrian events in all their dimensions, the use of better work performance is enhanced by seeing how the increased efficiency in basic riding paves way for better work performance of the horses and camels besides their participations in Parades, night rounds, ceremonial duties etc. In a direct way improved work by them helps in kinder treatment of these animals and such a step is in tandem with the national concern for environment and ecology as well as basic ideas on humanity and kindness with other living beings of the nature. Surely this study as depicted through the appealing visuals will help in that direction. As the book is likely to reach all parts of India, awareness about each of the states depicted in the book will help greater amity, coordination and respect amongst the personnel working in these units. There are many such unstated advantages and thus the benefit will of a great and substantial value. Credit for bringing about this visible change must go to the RSU which identified and supported this project.

This project was undertaken to analyse present Performance of Police Personnel of Gujarat state from public perspective with respect to Police Behaviour with Public, Police Behaviour with ,Victim, Use of new technology & techniques in police functioning, Handling of important ‘bandobast’, Knowledge of laws, rules and regulations, Response time. This research put public interest at the core of all police training as the chief users of its services. The outcome of research assisted to know the public sentiments about present police performance. The public narrative of what aspects of police functioning they are able to appreciate and which facet has disappointed them. The results of the study had serve as an eye opener for Police department and help them to align the police training with public expectations rather than secluded dictation of curriculums. Outcomes of TNA • The training need analysis would be beneficial in revising and updating the syllabus of the police personnel of various ranks in Gujarat. • The training handbook can be created on the basis of the findings of the research on training need analysis for Police in Gujarat. • The present study has been undertaken from clientele perspective. Seven important performance domains of policing was identified and presented to public at large for their rating as per their present satisfaction level and their viewpoint was collected in ranking format as to what among these seven components of training should be improved in future. The training need of police personnel has been analysed by people of Gujarat on the platform of Raksha Shakti University. Important conclusions drawn from the research are as below: • The training curriculum of police constables and police sub-inspectors must consist of adequate behavioural and soft skill training modules: •The training curriculum of police constables and police sub-inspectors must be designed with victim – centric and pro-victim behavioural modules • The training on New technology should get impetus and should be regularly updated: • The training on Handling of Important Bandobasts should be relooked into and a completely new scheme needs to be evolved • The training on ‘Laws, Rules & Regulations’ related to Police functioning remains the fundamental and core training module • The Gujarat police should be trained well to improve the Crime Response Time and swiftness in action • The Gujarat police should maintain good turn out and discipline

The project on depicting the mounted police and other law enforcement animals in use in India is also connected with the other study on History and Future of the mounted police in India and taken together, the two studies highlight the need for evolving a national policy in selection, care, health and use as well as post retirement concerns of all such animals and that indeed is a very dynamic step. As the summary of recommendations calls for various steps to highlight the quality of horsemanship and style of its use – which are also reflected in the photo book, the idea of improved ways of use of the law enforcement animals and also efforts make their work better by professional approach in its use and in training of both the staff and the animals paves way for better value for investment in these units by the state. Also ideas on involving the people by programs like the Civil Riders club have several benefits. it straight away increases the people positive perception of police and also helps in making better police community partnership. Also any awareness about their own ilk helps in the motivation of the staff and it is perhaps useful if copies of these books are also made over or enabled for easy reference by the personnel so that the intended object of helping these units towards better work culture helps.

The project was created with Cross platform Mobile application, In order to stop frauds and Police crimes. User can identify Fake/Original Police Personnel on the basis of details (like Photograph, area of duty, designation) while entering Police personnel’s Unique ID no/DOB. The same feature was incorporated into Gujarat police mobile app after the presentation before DGP, Gujarat. During our literature survey we have identified that this kind of crime are frequent, two/ three cases per week in City like Ahmedabad. So with the use of these mobile app this crime ratio can be decreased. The app is also having various help lines numbers.L latest updates of Gujarat police can be sent using this application to the citizen on time to time basis. Mobile app based police personnel verification will help in Identifying fake/original police officer. The crime ratio can be reduced.

The project is created with Cross platform mobile application. Application is based on database of owners of the vehicles who want to share ride which means they are ready to offer a ride or to get a ride from other users. Application is having an easy registration process and collection of information such as Name, Gender, Address, Contact details, Vehicle details, Licence details, Insurance details and most importantly route of travel of users, for the security reasons. Once registration is done, user is able to login into the application by using mobile number and password for the use. Application is also generating report of statistical analysis of uses at any time for any user. Statistical analysis will be useful to restrict/block any user if they do not satisfy the set conditions such as following: 1. A car user can get/offer maximum 3 rides only. 2. A two wheeler user can get maximum 5 rides only etc. This project provides secure platform to individuals while sharing ride. The security concerns of both the parties, offering a ride and getting a ride, are taken by incorporating SMS facility to their guardians. As the objective of this project is to share the ride to the common route commuters which will in turn reduce the traffic on road with additional benefits in terms of fuel consumption and air pollution in the environment. As far as the society and nation concern, it is very much important to propose easy and feasible solution to the nation which reduces the traffic on road as it is one of the major challenges before the nation. Usage of this application is very easy and secure. It is very essential in present era as numbers of vehicles on road are being increasing day by day. Road Accidents and Parking due to heavy traffic on road, Air pollution and Fuel Consumption are the greatest issues faced by nation which is tackled by this project.


The project was to develop specially designed “ Smart Barricades” boasting of features which makes it best in class and particularly suitable for Crowd control as mob unrest and riot is one of the major challenges our police force across the country have to face. The barricades has been conceived, designed and manufactured. The pilot-level field trial has been successfully conducted and the barricade has been found to qualify our severe scrutinies.

Race Time Management System project was initiated by studying the physical test (Running) process of constable and Police Sub-inspector recruitment conducted by Police Recruitment Board, Government of Gujarat. In this process, only run time of candidate is being measured and based on some criteria and run time measurement, performance of the candidate is being evaluated. This project is designed and prepared in such a way so that it can be used in any run competition or race. It is embedded system in which RFID technology based system and software for the computation of the system is used. RFID technology is interfaced as per requirement and customized software for computation of the run time based on detected result from RFID technology is developed. RFID tag which is usually mounted on chest of the runner, RFID Antenna & RFID detector are the main components of the system which are interfaced to internally and externally to the computer. RTMS project is providing analysis of the data as per requirements which is in turn to create the chain of action to improve the performance in some application such as preparation of physical test (Run), examination at college or school level etc. It provides high level of integrity with utmost secure, accurate and precise measurement. This is designed and developed under the shelter of Raksha Shakti University. Project satisfies the mandate of RSU to support the government in terms of suggestions and research. This product is very useful in the run time measurement during police recruitment. It is indigenous product which can be considered as original product of RSU as well as Government of Gujarat. It can also be used in run test/examination organized by any academic institutions/universities/schools, recruitment board and Marathon competition. RTMS measures run time taken by runner in any race or examination. It also provides statistical analysis of the whole competition on various aspects. RTMS project can be customized as per the requirements and hence the statistical analysis can also be optimized accordingly for the best usage. The outcome of the statistical analysis is useful in the planning and improving the performance of the runners. The secure, accurate and precise measurement of the run time is most significant outcome of the RTMS project over manual measurement system.

In the light of the emerged concerns related to social media obsession study for Gujarat, the objectives of above mentioned projects were to analyze the demographic profile of the respondents, to assess the magnitude of risks from social media over the decade, to study the consequences of social media obsession to individual, family and organization, to develop a standard online tool (web based) to measure the level of social media obsession and provide counseling services and to formulate policies to spread awareness and reduce risk among the users of social media. The study also highlighted the ‘Selfie’ phenomenon: 42% of the respondents in the 21- 30 age group and 26.2% in the 31-40 age group reported that they regularly click selfies and post them online. Four hundred and forty male respondent and 511 female respondents said that they took three to five selfies per day.

The project prototype built for Rathyatra surveillance could be used as a model for other crowded scenarios elsewhere in the country. Advantages include crowd behavior analysis, crowd control, crowd counting, and coordination of services at a central facility. The model would enable technology to serve the purpose of maintaining security and order in challenging scenarios in different environments. The nation would be benefitted when they invest on the hardware and software required for real-time implementation of the system. The following have been the important findings & conclusions: a) Technology-enabled crowd monitoring would help serve the purpose of crowd monitoring and procession control. b) Visualization tools through data from multiple sources enable real-time tracking of the event from a central location.
