About

Mr. Vineet Kapoor, IPS, is a distinguished senior police officer and internationally recognised expert in police reforms, human rights, access to justice, evidence-based policing, and conflict management. With over three decades of service in the Indian Police Service, he has significantly contributed to modernising police institutions through innovative training systems, rights-based policing models, gender-responsive interventions, and community-centric reform strategies. He currently serves as a Deputy Inspector General of Police, Madhya Pradesh Police, while also holding influential academic and research positions, including Honorary Professor at National Law University Delhi, Senior Fellow at the Cambridge Centre for Evidence-Based Policing, and Visiting Professor of Practice at the University of Virginia. As a “pracademic” blending practice with scholarship, Mr. Kapoor has led several national and international research projects and serves as Principal Investigator with J-PAL MIT, working on large-scale RCT-based policing innovations related to women’s safety, mentoring reforms, and access to justice. He has previously served as Visiting Scholar at the London School of Economics and continues to mentor academic and policy research as Secretary of the PARIMAL Pracademic Research Lab of MP Police. His extensive teaching and training leadership spans the National Police Academy, MP Police Academy, leading law universities, global training institutions, and UN platforms, where he is recognized as a national master trainer in gender justice, human rights, training design, and community policing. Mr. Kapoor holds a Ph.D. from Tata Institute of Social Sciences, a Master’s in Human Rights from the University of Essex, UK, and multiple international certifications from UNITAR, DFID-UK, UN missions, and police academies worldwide. His scholarly contributions include major publications such as The Indian Police: Administration, Capacity and Performance (Oxford University Press, 2024), research papers on policing, community safety, and justice reforms, and several training manuals commissioned by BPR&D and UN agencies. A recipient of the prestigious IACP Community Safety Award (2024) and the British Chevening Human Rights Fellowship, Mr. Kapoor is also associated with the UN Doctrine Development Group in New York and serves on national committees of the Ministry of Home Affairs related to police training, reforms, and curriculum standardization. Widely respected for his strategic vision, rights-based approach, and people-centric policing philosophy, he continues to shape policy, research, and capacity building in India’s security and justice sectors.
