About Mr. Neeraj Kumar
Neeraj Kumar, is a Assistant Professor at Lucknow Campus, and was Founding Campus Director (I/c), Lucknow Campus, Rashtriya Raksha University (Institution of National Importance), Ministry of Home Affairs, Govt. of India. His interest areas are Sociology of Policing, Human Rights, Constitutional Governance & Access to Justice, Criminology & Criminal Justice Administration; Victimology, Internal Security, CAPFs, Development & Crime, Research Methodology in CJS Research, Public Safety, Gender and Policing, Cyber Security, Forensic Investigation, Wellbeing of Police Personnel, Police Community Relationship, Juvenile Justice, Police Training.
He has a graduate degree in Engineering (Biotechnology) from the Allahabad Agriculture Deemed University in Allahabad, and postgraduate degree in M.A. Social Work (Criminology and Justice) from the Tata Institute of Social Sciences, Mumbai. He has M.Phil. Degree from TISS on research works of Human Rights at Borderland of Indo – Pak border of Jammu and Kashmir due to cease-fire violations. His Ph.D. research work is on Non Registration of F.I.R in Sexual Offences: A study in the State of Maharashtra from TISS. He has been engaged in several research projects in the area of criminal justice system such as ‘The Study on the Functioning of Child Care Agencies in the State of Maharashtra as per Supreme Court Directions in Sampurna Behura v. Union of India’ (Maharashtra State Commission for Protection of Child Rights), ‘Non-Registration of Crimes: Problems and Solutions’ (Bureau of Police Research and Development, Ministry of Home Affairs), ‘Bail and Its Extent of Abuse Including Recidivism’ (SVP National Police Academy, Ministry of Home Affairs), ‘Electoral Behavior’ (Research Council, TISS) and ‘Study on the Role of the Public Justice System in Combatting Commercial Sexual Exploitation in Mumbai and West Bengal’ (International Justice Mission). He has done fieldwork and internships in organization like Shramik Kranti Sanghatana (Right based approach grass root Organization), Department of Women & Child Development, Govt. of Maharashtra & UNICEF, DISHA organization (Working on victim assistance for crime victims), Integrated Rural Health Development Project (Field Action Project, TISS) etc.
He has been awarded UGC NET-JRF fellowship in Ph.D. He was awarded fellowship for Ph.D. international student exchange program and visited Faculty of Social Studies, Masaryk University, Brno, Czech Republic.
He was also Co-Convener for National seminar on ‘Access to Criminal, Correctional Justice & Human Trafficking for Marginalized in Indian Context’ (TISS). He has been Advisory Board member of Research Projects. He has developed research proposal for CAPFs, State Police, Civil Organizations etc.
He has published article and also participated and presented paper in International and National conferences. He was awarded National Second Prize for paper presentation on Safe and Secure City for Economic Development at FICCI from Union Home Secretary Mr. G. K. Pillai.
He is Executive Council member and lifetime member of Indian Society of Criminology and Indian Society of Victimology. He was also, involved in providing training to Indian Police Services (IPS), Indian Forest Services (IFS), Central Armed Police Forces (CAPFs), and Prison officers. He has teaching experience to Postgraduate students in the capacity of Teaching Associate and also as a fieldwork supervisor at the School of Law, Rights and Constitutional Governance, TISS. He was visiting faculty at School of Law, SVKM’s Narsee Monjee Institute of Management Studies (Deemed University), Mumbai.
