About Mr. Kamal Kumar
- Born on September 14, 1946. Studied Physics in Lucknow University.
- Did M.A.(Police Administration) from Guru Nanak Dev University, Amritsar.
- Joined Indian Police Service in 1971. Retired on superannuation in October 2006.
- Held different senior positions in Andhra Pradesh Police & in Govt.of India, in the ranks of Superintendent of Police, DIG, IGP, Addl DGP, and DGP.
- Director, National Institute of Criminology & Forensic Science, New Delhi (1997-2002).
- Director, National Police Academy, Hyderabad (2004-06).
- Represented India in several international conferences of the United Nations and other organizations, on policing and allied subjects.
- Vice Chairman, UN Commission on Crime Prevention & Criminal Justice, Vienna (1998-99).
- Associated with different initiatives on Police Reforms as:
- Member-Secretary, MHA Review Committee on Police Reforms (2005)
- Member, Soli Sorabjee Committee to draft a Model Police Act (2005-06)
- Member, Madhava Menon Committee on Draft National Policy on Criminal Justice (2007)
- Member, Executive Committee, National Police Mission, Govt. of India
- Also, Member, Supreme Court Monitoring Committee on Police Reforms (2008-10)
- Consultant (Police Reform) for UNDP Project, ‘Strengthening Access to Justice in India’ (2007-08).

- One-Man Committee, appointed by Govt.of India to study the problem of manpower shortage in the Indian Police Service and to elaborate a Recruitment Plan for 2009-2020.

- Project Leader, BPR&D Research Project on ‘National Requirement of Manpower for 8-Hour Shifts in Police Stations’(2011-14).
