About Dr Shishir Kumar Gupta
Dr Shishir Kumar Gupta before joining at RRU on 11.09.2023, was posted as Deputy Inspector General (DIG) in CISF (a Central Armed Police Force under Ministry of Home Affairs engaged in securing core installations and critical infrastructure of the Nation). A post graduate medical professional turned civil servant by joining Central Services Group ‘A’ through Civil Services Exam. 1993. Having put in more than 27 years of government service in multiple work profiles as senior commanding positions/head of office in CISF supervising Operations and operational Preparedness Administration, Human resource management and financial management.
During multifaceted career he served in various sectors like Coal & Energy, Atomic energy, Currency Note Press and Airport sector. During his tenure at National Industrial Security Academy (NISA), a Centre of Excellence under MHA was engaged in Training Need Analysis (TNA), Review of Syllabi and Preparation/ Updating of training materials.
He also served in United Nations peacekeeping mission at UNMIK Kosovo (2005-2006). Dr Shishir Kumar Gupta had the privilege to serve in prestigious and challenging airport sector for more than 10 years as Chief Airport Security officer & Unit Commander and headed security of hypersensitive international airports viz. Ahmedabad, Cochin and Bangalore. He has worked to bringing new technology viz ATRS and Digi Yatra to enhance pax experience while implementing security protocols.
He also remained posted at CISF FHQtrs New Delhi as Assistant Inspector General ‘Intelligence & Crime’ and cordinated with verious security angencies at apex level.
He is a Master trainer in NBC (nuclear, biological and chemical) emergencies at CME Pune and DRDO and also an International Hazard Management Specialist trained at Singapore Civil Defence Academy (SCDF) Singapore. He immensely contributed in designing of syllabus and training regimen for National Disaster Response Force at National Disaster Management Authority (NDMA). He has been a resource person in Disaster management and NBC Emergencies and was designated by CISF HQ as a member of Core Group for the NDMA in preparation of National Level guidelines on Nuclear Disasters. Also significantly contributed in preparation of Training Regime Document for NDRF i.e. National Disaster Relief Force under aegis of National Disaster Management Authority (NDMA) for which awarded letter of Appreciation by the Vice Chairman, NDMA. He also received appreciation letter for his sessions in ‘Seminar on National Security’ held at National Police Academy (NPA), Hyderabad on ‘NBC Threat to National Security, India’s Preparedness.
He is a trained security consultant and conducted security consultancy and fire audits by undertaking detailed vulnerability analysis, risk assessments and business continuity factors for many key establishments including IT giant Infosys (Bangalore and Trivandrum campus), MTNL Mumbai and Almaty dam, Karnataka.
