About Dr. J. R. Gaur

Dr. J. R. Gaur was born on 15th August 1954 at village and P.O. Brass Teh. & Dist. Karnal, Haryana. He graduated in Science (Medical Group) from Dyal Singh College Karnal in the year 1974 and obtained the degree of Master of Science in Physical Anthropology in the year 1976 from Panjab University Chandigarh, India. He did his Ph.D. in the faculty of Science from Panjab University Chandigarh while in service in 1990.

Dr. J.R. Gaur joined State Forensic Science Laboratory, Haryana, Madhuban, Karnal as Scientific Assistant (Serology) in the year 1978, then worked as Senior Scientific Assistant and Senior Scientific Officer up till March 1990. He was subsequently selected in the State Forensic Science Laboratory, Himachal Pradesh as Assistant Director (Biology & Serology) in the year 1990 and was promoted as Deputy Director in the same laboratory in 1994. Further, he was promoted as Director, State Forensic Science Laboratory, Himachal Pradesh, Junga (Shimla) in January 1998 and worked in the same capacity up to August 2012. He also worked with Bureau of Police Research, and Development MHA Gol, New Delhi as Principal Scientific officer (Life Sciences) from 2012 to 2016. He is a well-known Forensic Scientist in India and abroad. Prof. (Dr.) J.R. Gaur worked as Director, School of Forensics, Risk Management and National Security, Rastriya Raksha University (An Institution of National Importance), Lavad-Dahegam, Gandhi Nagar, Gujarat, India from 15th, December, 2020 to 14th December 2022. At present he is working as Chief Mentor & Emeritus Resource Faculty since 26th December 2022.

During his tenure of service Dr. Gaur examined and reported about 13,000 crime cases in the laboratory and he has examined about 650 scenes of crime. He also appeared for evidences in various Courts of Law in India in about 262 cases. He has been researching and writing scientific papers in Forensic Sciences ever since his induction in this field. As such he has about 178 publications to his credit in National as well as international journals of repute. Not only this, for the education of the public and all the wings of Criminal Justice System he has given 47 Radio Talks from All India Radio, Shimla on Forensic Sciences and allied subjects and also got telecasted six T.V. talks on Forensic Science from Doordarshan, Shimla. Dr. Gaur has written 11 books/booklets on Forensic Sciences and contributed chapters in other six books on Forensic Sciences.

On 15 occasions Dr. Gaur has been given letters of appreciation by his seniors in the State and Central Governments for his excellent and meritorious performance in Forensic works. He has also received Union Home Minister’s National Award for meritorious services for the year 1998 in Biological Sciences and Forensic Science Excellence National Award for the year 2003 from MHA, GOI. He has also been honoured by the Chief Minister of Haryna in the 15th All India Forensic Science conference for providing excellent services to the society though the aids of Forensic Science, in 2005. He received Pt. Govind Vallabh Pant Puruskar of BPR&D in the year 2006 and Bharat Gaurav Award from India International Friendship Society New Delhi – 2016 for his outstanding works. He has also received Union Home Minister’s Life Time Achievement Award of MHA, Gol, New Delhi in the year 2018. He has been a thorough and meticulous examiner of scientific evidences at the Scene of Crime and a meticulous laboratory investigator and researcher. He has worked in the fields of Forensic Anthropology, Forensic Biology, Forensic Serology, Fingerprints, Footprints, Tyre marks and Scene of Crime examinations during his service and solved a number of ticklish cases in the country.

Dr. Jogi Ram Gaur is now working as Chief Mentor & Emeritus Resource Faculty “School of Forensics, Risk Management and National Security” at the Rashtriya Raksha University. Dr. J. R. Gaur has enormously, contributed to Forensic Analysis, Forensic Education, Police, prosecution and judicial officer’s trainings in the country and abroad and solved highly ticklish crime cases in India including homicides, suicides, accidents, terrorist activities, plane crashes, train derailments, industrial explosions, shoot outs, wildlife killings, smuggling, assaults, dowry deaths and economic offences. His findings through his reports have always been appreciated by the courts and public at large in different crime cases. He has protected human rights of the public through the aids of Forensic Sciences including that of undertrials and the innocent suspects. He is working in Forensic Sciences since last 44 years and his work has been of extra ordinary importance and outstanding merit.

He has assisted various organizations in the recruitment and promotion processes of the Scientists in India, organized a number of Conferences, Seminars, Webinars and online teaching and training courses for all the wings of the Criminal Justice System and for the students and researchers in Forensic Sciences, Forensic Medicine and Anthropology. He has established and developed five Forensic Science Laboratories/Departments in India. Besides he has guided several MSc. MPhil., Ph.D. and M.D. Students for these research degrees. He has organized 7 eITEC Course “Current advances in Forensic Science for Crime Investigation” on 17th September 2021, 16th to 18th November 2021 on “Scientific Investigation of Crime”, 4th January to 6th January 2022 on “Scientific Methods of Investigations” in the past which was highly appreciated by the Participants. Three eITEC Courses have been conducted for about 210 trainees of 31 countries. He has also organized 6 capacity building courses for investigating officers of C.B.I. in which nearly 98 police officers have been trained.
